It is 24 wheel drive and I believe the article said there were only like 5 produced.

Up to our times the plant is engaged in large output of trucks with 10×10, 12×12 and 16×16 wheel arrangements. Moreover, there is one amazing truck that the plant possesses. MAZ-7907 stands on 24 wheels and all of them are driving ones. The car is fitted with gas-driven turbine with a total of 1250-horsepower. The turbine starts generator up that sets all those 24 wheels going.

As long as the car hasn't been put into service, we can say that this is the only one 12-axial all-wheel-drive truck in the world."

that steering system wit gradally bigger or smaller angle (depending from what side you see it) is great!
However, I believe the Canadians had a kind of tractor which had even more driven wheels. My source is - unfortunately - not available to me.

Found it: LeTourneau Overland. Also electric wheels in each wheel, but the construction was like a tractor/power unit with driven bogeys. 58 driven wheels.

Was built only 2 cars in 1985. With disintegration of the Soviet Union and the termination of "Cold War", military refused these cars.
In summer 1996 plant workers were asked to help the state: it was necessary to transport the 88-ton ship from the Berezina River to 250 km of Lake Naroch. After unloading, all electric motors were broken and MAZ-7907 was returned on a tow.
In 2006, from two MAZ-7907 was assembled one, which is now at factory and waits for restoration.
