Seems to be a Beatles' Yellow Submarine Celebration display. And the car looks like a Figoni et Falaschi Delahaye Torpedo based.

Sorry, I couldn't find it.  But my best Guess must be 1939 Graham Supercharged based.

But that was not really the question as he used several parts from diffrent makes.

The question was. a: what is it called b: who designed it and c: why did he designed it.

You got the Beatles part right. Its a dedication too them. For the name you where close with Yellow submarine but it is slightly diffrent.....and then who designed it?.

There is still some time left before it is open again ;)
