My earlier response of MEP was obviously wide of the mark.
The car appears to be very small (almost kart size) and equipped with tyres unsuited to a smooth race track.

I figured this was Eastern Europe; hence the earlier Wartburg question. In this case, does this car enjoy Trabant power?

It is an Estonia, though. But it is not enough yet - there were many Estonias. Locked for Allemano until his next guess to find a model name.
This should be the Estonia 15M.
Obviousely those Formula 4 cars were built from 1970-76 equipped with a 350cc Izh engine.
That's its predecessor - Estonia 15, but it is enough to earn a point. 15M was slightly modified - note the different windshield and engine cover among the visible modifications. The 15 was made from 1967 to 1970, when it was replaced by 15M. This car was inspired by Tecno Formula K250, which grobmotorix has posted before, although it was not an exact copy.
