My mistake re #17 - it's a Healey sports prototype officially called Healey Repco-Brabham XR37 that retired at the 1970 Le Mans 24 hours with ignition trouble after covering 264 laps.

#4 - HWM-Jaguar Mk II of 1956. Chassis No: 52-106. (Second works car to carry the registration number "HWM 1")
This car made its debut in the 1956 Mille Miglia when it driven solo by John Heath, co-founder of HWM (Hersham & Walton Motors Ltd., Walton-on-Thames, Surrey, UK).
Sadly Heath crashed in pouring rain near the village of Glorie, the car spun into a ditch and overturned crushing the driver.
He succumbed two days later in hospital.
The car was not badly damaged and was rebuilt for the 1957 season. It survives today and is being campaigned in Historic Racing.

#16 is the Serenissima F1 (Serenissima MA1F) car which never took part at any race.
#7 is not a Terrapin, but #16 is indeed a Serenissima (although rather M1AF than MAF1), but it has raced at least once in an Austrian hillclimb in 1970.

That's two questions, but about different cars, so it is completely legal :)
However, I have to declare that #2 is not French (but very close!) and #7 is not Eastern European (but European it is!).

'S' stands for another country, not Sweden. Formula Vee is also one of them, but not #20.

But sorry, the others are not right. 'S' is not Southern Africa, it's a European country. The Japanese car which is present here is from a racing car manufacturer known better than Bellco.
To summarize the hints: three cars left, two of them are from Europe (#7 and #19, countries starting with G and S), one from Japan, from a well known manufacturer of racing machinery.
