I've found two references to this online, the first calls it a 1961 Hardings Invalid carriage, the other, (which I would think is the same place that pnegyesi found it) calls it a Harding Model IV electric invalid carriage.
If there is any more to the name please unlock and hopefully someone else can have a shot.
