The designer/builder has a design agency. The car is shown on his site. It's still further to the east, though.

Arnhem is to the north and slightly to the east  ;)

But if you want to start from there it still is to the west and slightly north. But I doubt that finding the city will help much in solving this puzzle  :)

The car received it's RDW approval in 2002. The place is to the north of Utrecht
