Looks like an LMP2 type car (LMP = Le Mans Prototype)

It's the Chrysler corporation Turbine engined Race car, called the Chrysler Patriot, from 1993.  It used a natural gas turbine and a hybrid electric motor.

The other innovative piece of the drivetrain was a high-speed carbon-fiber flywheel, spinning in a vacuum, that was to store energy for bursts of acceleration. After the flywheels proved susceptible to shrapnel-spreading failures, Chrysler wisely decided to not expose drivers to such a risk, and put the project to bed.

Sounds much like what Williams' KERS was all about.
