That looks french...

faksta

I think it is rather Italian.

Allemano

European? My next guess would be Spain..  ;)

Paul Jaray

And that will be correct!

Allemano

Now I have ball in hand, but unfortunately do not know where to place it... ???
Something SEAT related?

Allemano

I have no pictures, but maybe I'm on to something: is the picture taken in 1973?

Paul Jaray

The car is not far from 1973, but being earlier I can't esclude that this picture was taken in that year.

This car obviousely had two (!) Spanish Bultaco engines. Driven by double pedal accelerators (!) The second car posted by PJ was already equipped with a DKW engine which was later replaced from various Seat engines.
