Looks like a Chevrolet Malibu concept..... The wheel covers are definitely Chevy from the early/mid 60s.
Very nice character line along the side from the front fender back and up to the roof.

Well, those are 15 inch 1963 1/2 Galaxie wheel covers, issued mid year so obviously it is a proto from before that. Unfortunately I can't recognize the car.
Perhaps someone can take it from here.

It resembles the Ghia Clan to some extent. Could this be a Galaxie designed by Ghia?
