It is the Norwegian A-S Raufoss built in 1920 only two were built.

This car is reported under several sources under the Bjering name.
H.C. Bjering made few cars in 1918-1920 in Gjovik.
The 1st was a wooden bodied car with an air-cooled V4 engine between passenger and driver, who seat behind in the tandem arrangement.
The last 2 were made by an ammunitions company (A\S Raufoss Ammunisjonsfabrikker, Raufoss), considerably redesigned, with metal bodies and an in-line 4-cylinder at the rear.

This struck me as well, considering the timeit was made, the country and the rather special construction.

So, are you saying the car is misidentified in white12's answer?

Technically he is right: the puzzle car was made by A\S Raufoss as a later development of the Bjering...but you'll find this car under Bjering name in almost every source: The Bealieu (with the same pic), The New Encyclopedia, Weird Cars (same pic), Burgess Wise Encyclopedia...to name some of them.
I don't know if it was developed with the intent to market it as an A\S or a Bjering (only 2 were made) and if the books list them togheter because it is more practical.
I just felt like adding this piece of info, since you won't find A\S Raufoss in any book...(unless you have my index....)

More pictures and some history.

Hans Christian Bjering had worked with the development of cars since 1918. First out was a remodeled Henderson motorcycle which was followed by a series of four to six cars built in years 1921-22. All were built at Bjerring's farm in Gjøvik. The cars were primarily constructed in wood and were fitted with mid-placed V4 engines.

There was a large increase in demand for cars following World War 1. Many weapon and ammunition companies sought to get a foothold in this new market to replace their war production. The state-owned Raufoss Patronfabrik was such a company.

The Norwegian Ministry of Defense contacted and commissioned Bjerring to develop and engineer a car that could be built at Raufoss. The plan was to build two prototypes at first which were to be followed by a production run of four cars a month. The first prototype was completed in late fall 1924 while the last prototypes was completed in the summer of 1925. It was given the name Bjerings motorslede. The project never proceeded past the two prototypes.
