The off center hood vent speaks of the SM, but, the wheelcovers are DS.
Is it a DS evolution?

I believe there may be some DS bits it shares with a DS. This prototype has a different designation.

Its called the Projet-L, shown at the NEC Motor Show 2009.

Project L it is. While shown in 2009, it was a prototype forerunner of the CX built in 1971. It was the penultimate Citroen design by Robert Opron, the CX being the last.
