It's Baby LeRoy, here about age 2 (born Ronald Le Roy Overacker). Shirley Temple is wearing the same coat and beret as in Now And Forever(1934).

LeRoy is mostly known as the kid that W.C. Fields tries to gag, choke, strangle, etc, in several of his films.
