There is a French connection, but it is an American automobile.
Is Raymond Loewy the link? The wipers look a bit like those of the Studebaker coupes.

Indeed! Not my cup of tea, exactly, but certainly cleaner than an off-the-rack 59 Caddy.
I don't know any pretty car designed by Raimond Loewy. At least the Avanti is quite acceptable...

another view...
Two other pictures, with Loewy on the first one. I first knew this car by these pics and founf it pretty, until I saw the front end. Take note of the Studebaker wheelcovers and the french Englebert tires (the transformation was made in France).
And this, by the way, no Eldorado but a common Coupe DeVille. On the first picture you can see the remains of the side chrome molding that appeared on the series 62 coupe, but was deleted on the Eldorado Seville.

I second that. The French company that built this car was Pichon Parat, whose roster of designs is every bit as extraordinary as this machine ;)
The Loewy Cadillac is slated for auction at the 2010 Barrett Jackson Auction.
It has undergone a full restoration in Gold body and White top.
Looks stunning!!!!
