I've found pics of Recubent trikes that would fit under that bodywork, so I'm guessing that's it.
Havent found the identity of this particular one, though...

Francesco Russo wants to break the record for the fastest human powered vehicle. To do just that, he had ganged up with designers Hersteller and Farher to build the very sleeking looking Ristretto. I agree. Search online and you will find Russo described as "designer, builder and rider".
I'm guessing it's a mistranslation of information from Russo's website - excerpt below.
