Looks like there are pedals visible under the front of the bubble.

Is there a Recumbent Bike under there?

Edit.

I've found pics of Recubent trikes that would fit under that bodywork, so I'm guessing that's it.

Havent found the identity of this particular one, though...

Human Powered Ristretto
Francesco Russo wants to break the record for the fastest human powered vehicle. To do just that, he had ganged up with designers Hersteller and Farher to build the very sleeking looking Ristretto. This speed machine is long, low, fast and more importantly pedal powered. To get to the insane speeds required to break the speed record for human powered vehicles, the designers have given the Ristretto a ground hugging, two piece form sculpted out of ultra light carbon composites.

"Hersteller und Fahrer" would be German for "maker and driver", so I doubt this would be part of the name  ;)

I agree. Search online and you will find Russo described as "designer, builder and rider".

I'm guessing it's a mistranslation of information from Russo's website - excerpt below.
