Not south american, but a swiss one ; this is the Volkswagen 1600 RS from the driver-engineer Arthur Blank, tuned for hillclimb races. 100 hp from a 1600cc engine.

No, it's 110% a Blank from Switzerland, displayed at the 1967 Geneva Salon by former racing driver Arthur Blank, as below.

Before converting Opels, Steinmetz tuned NSUs, but I didn't know he touched VWs.
