It looks British to me - perhaps on a Morris Eight or Singer Bantam basis.
The fact that it has a diesel engine though probably rules that out.......

I think this is a Jowett 10hp chassis of around 1936 fitted with a Reo diesel engine

Wow, impressive! It's a Jowett chassis indeed, but not a 1936 10hp. Very close though. The engine however, is not a Reo diesel. Locked for you!

Hmmm..... difficult to tell the exact model without its original body.
I would go for the twin-cylinder 907cc model (rated at 8hp?) of around 1935. There was also a flat-four of 1146cc introduced in the same year but I believe this engine was used on larger bodied models.
As I am not aware of any Jowett diesel engine offered originally, perhaps this one has been modified later.

It's a 1937 Jowett Eight chassis, originally with a 946cc flat twin, but aftermarket refitted with a diesel engine. What engine was used and who did the conversion? Still locked for you  ;)

It appears that this is a commercial Jowett Eight chassis fitted with a Coventry Victor diesel (1 litre flat-twin).
The vehicle was offered for sale from 1937 by Reo Motors of South Brisbane who presumably fitted the engine.
This little Jowett could be fitted with a van or utility body to the customer's requirements.

That vehicle is written up in "Modern Motor Cars & Commercial Vehicles" by Arthur W Judge (Caxton Publishing).
The Coventry Victor engine, like the Jowett, was a flat-twin and was 80mm × 100 (=1000cc or so).
The engine looked like this and there's a photo of it installed:
