There was a Swedish car (I was mistaken with Norway) called Norsjö (I think you understand now my mistake).
A similar looking contraption was made in Austria as "Megu".
Megu = Metall- und Gußwarenhandels GmbH.
That thing was supposedly designed by a Ragner Mathéy.
Having said that, this thing looks much more modern, but does share some similarities in it's frontal design.

Still not quite sure why it looks like it's splitting apart but there you go. One point to you.
As it is a buggy intended for use by less able-bodied 'drivers', I believe it splits/tilts to ease access.
