I had the answer all the time in my HD!
It's a Morrison Midget, an electric runabout to be used around factories, large offices or private grounds. Presented at the '67 transport Show in London, costs 800£, runs 16 miles on a battery charge with a top speed of 8 mph.

I think PJ has the right answer. I got this picture as MORRISON ELECTRIC. Sewer inspection vehicle.

Yup PJ is indeed correct. This was up for sale not too long ago, described as a "sewer inspection vehicle". Nice work if you can get it...

This 1966 article from an East German (!) magazine calls it Morrison Midget too. And I doubt that the lady is heading for the sewers.  ;D
