Yes it was built in Europe by partly European engineers, though the team-owner came from a non-European country.

Have to say that from this angle I was in doubt even when I've found quite an amount of pictures of Scirocco-BRM. Always thought it looked more conventional from the rear.

That's still not the complete name I have! Try again! After that I unlock it again.
Strange, because that's how I knew it... Probably you want to hear the name of the team? Scirocco Powell Racing or Equipe Scirocco Belge?
The first is the name I was after. I have it listed as Scirocco-Powell with BRM engine from 1963. According to my source four cars were built. The puzzle car seems to be the first one or a prototype as the mag from which I've took the photo dates from 1962.
Meanwhile I've checked the internet and apologize faksta, you might said it correctly. Obviousely it only was named "Scirocco 01".
