The base is quite obvious... but which model is it really?
A clue: it's a one-off... from my personal collection... ;D

Not exactly... Read the previous posts: the Siata 1500 TS is a serial production model.

Is it perhaps Fiat 124 or 125 mule, disguised as a 1300/1500?

No: road legal (and used for many years by the former owners).
Another clue: the maker is well known. Just did only one of this very version...

A clue for paper lovers: the car isn't figured on any period magazine (as far as I know), but its engine was mentioned on Quattroruote.

Is it a Neckar 1500 TS - the Siata 1500 TS sold in several european markets by Fiat's german subsidiary ?

No: as I said in a couple of previous posts, it's a one-off, not a serial production model.

Can it be something else than a Fiat 1300/1500?

It could be a Zastava, a Fiat-Concord, a Neckar... but yes, it's indeed a 1300 or a 1500 made by Fiat in Turin.
My suggestion was to fix first of all the base, just to avoid some wrong clues (it means something... ;)). So, as it's just a fifty-fifty guess, I told it you: it's a Fiat 1300.

It's the only 1300 TS ever made, in 1962 for a Siata manager using an engine shown at the 1961 Turin Motor Show.
The performances quite similar to the stock 1500 convinced Siata not to serial-produce it.
