I don't actually know what a Technical Exponents Blackbird is (assuming its from the same folk that produced the TX Tripper?), but anyway, it's not one of those.

It's the "Contour" built around Kawasaki mechanicals.

Your picture was taken at this year's Autosport Show in January, where the Contour was displayed.  You can see the publicity leaflets which I took my photo from laying on the car.
