It is the Voiture Electrique of Jean Bertin. The father of the Aerotrain (1917-1975) had this project with Electricité de France (EDF) : a city car with a top speed of 80 km/h and a potential range of 120 km. It was shown here and there around 1972, but never properly developed...

It is sometimes known as the "Bertin 01". This picture was taken at an exhibition of electric cars in France, in february 1973, along with the CGE Grégoire, the Teilhol Citadine, and some others prototypes...
