Yes, it is dutch ; it is de Renvogel, a Lotus Seven replica built by a man called Rob Stoorvogel ; Renault Dauphine-engined.

Well done Franck, a perfect answer.  You get the point, as it is the rear-enginer Dutch Lotus Seven-inspired Renvolgel from 1968-69.
