However, I'm going to keep this puzzle open to see if anyone can find the overseas connection, so another point is still up for grabs.

No, it was planned for sale in the USA, but not for production there.

Ah ha! Kjell Qvale was not directly involved with this Healey project, although he has a link with the American connection for this car. ;)
It was going to be built by Delorean!
After the company went into recievership in 1982, a group of backers, formally employed by Delorean, headed by Barrie Wills and Chuck Bennington, secured the rights to build the TR7, and they also managed to get the use of the Healey name. this was going to be the 'Healey convertible', and the re-launched DMC-12 would be badged as a 'Healey Gull-Wing', but only if J.Z.D refused to give them the rights to use his name..... the project ended when Delorean was arrested, aparantly during the phone-call that was to finalise the deal!
