Ah, this is the Simplicity prototype, build by Dominique Delamour in Penchard (Seine-et-Marne) in 1979.

Another attempt to build a voiture sans permis with a 50 cc Motobécane engine. This prototype grabbed the attention of Raoul Teilhol, the Courpière-industrial coachbuilder already known for the Renault Rodeo and his electric microcars (Citadine, Messagette and Handicar). In fact, Delamour and Teilhol started to work on an evolution of it, which became the Simply in 1981, the very first 50 cc Teilhol...

Tres bien et bravo cmetisse!  It is indeed the Simplicity prototype from 1979, as featured in l'Auto Journal in early 1980.  Another point to you.
