No - the car is not based on a French chassis but was constructed in France by a man who also built a Formula Junior and another sports racer.

It is a Volkswagen-based car built in 1947/1948 - but the pic shows the later-modified car, in ca 1951 - by the frenchman Vincent Colucci - frenchman of italian origin.

It was built by Vincent Colucci at Cap d'Ail, France near the Italian border.
The body, as I mentioned earlier, appears to be a copy of the Stab. Farina Cisitalia 202 design.
DeAutogids - I suggest that as the car was built by a man of Italian origin very close to the Italian border, it was natural that it may have had right-hand steering in common with many Italian cars of that period.
