Considering the styling and the flag, I think it is probably Dutch.

The coach and chassis are Dutch indeed. the engine is not though.
So wich chassis, who built it and wich engine?

You say the engine is not Dutch. I say, considering what I know of buses in the Netherlands, it is most probably AEC. The coach looks very elaborate, therefore must be a "Touring car". It might be a Van Rooijen?

This is a 1953 DAF bodied by Medema Appingedam for F.S.Z.

Ah it was a Medema (a coach builder from Appingedam in the very North). The engine was *****

(but this is just to complete the answer. Of course, PGuillem deserves the point.
