It's reported in a couple of magazines...both of them can be found on the net, but I'm afraid not this article...

I've invested some hours in this one - I can find nothing.

Was the coachwork done outside of the US?

This car can be found in 2 magazines, both online (not Popular Science and not Popular Mechanics) but not this article.
It is presented as a no-name sports car built on a Crosley chassis by XXX XXX of XXX, New York. This car took $350 to complete and 9 months.

Eugene Eick of Middleport, New York, built this sports car using a Crosley chassis and sheetmetal body sometime in 1957.  He claimed it cost him just $350 and took just nine months to build, and for his efforts, he won Mechanix Illustrated‘s Golden Hammer award for March 1958.
