Those look like Fiat 500 wheels so perhaps it was based on that.
Although Steyr had a Fiat licence post-war, I doubt they had one before as their 50 was in the same part of the market, so I can't say who might have made this.

It is featured there as Pracak-Suller Topolino Rennwagen, but it is clearly a nominal name, as with many old racing cars.
Allan has already said it is based on a Topolino. Built by J.Pracak in 1949, body by Oskar Suller.
