Probably you mean Germany though one can't be sure to 100% ;D

Yes, this was built in Germany. And to make it easier, you can name 2 or maybe even 3 German companies which had some relations to this car

Volkswagen and Ford which I was after.

Clue time: donor was a Volkswagen.

No, this car was built in Germany, by a man who's somehow related to Ford (Clue No2 :)) using a VW as a donor. When I researched the car on-line to see what's available, it turned out that this ex-Ford guy went on to become someone who had a relation to another German car maker. In an interview, which is available on-line he mentions this very car as a catalyst which was so well received that it changed his career.

he worked for Ford but not as an engineer

And the 3rd company is Porsche. This guy was an ex-Ford employee, who built this car on the basis of a Volkswagen. It attracted enough attention which prompted him to set up his company which worked on Porsche cars.  A lot of clues :)

I can think of three important german Porsche companies: Ruf, Strosek and Gemballa. And Uwe Gemballa seems to be too young for this car - it looks like it was made in late 60s or very early 70s.

Or maybe he's not a tuner but for example prepares Porsches for competition?

You're right. There's another long-running and famous German company which tunes and races Porsche cars :)
