It looks to be a CarAqua VIP (built by Marine Plastic) from 1959.  There are about eleven CarAqua's known to exist.

Hmmmm...  I suppose it's got wheels that are removeable.  With the attached set, I'd say it could go downhill rather quickly like a soapbox derby car.  But, in the end, I would guess that these are registered as boats, despite the name...
