It is the Lannoy microcar, the "Supertractavant". Henri Lannoy was an aeronautical engineer, and he made this prototype in 1952, with a 125cc engine.

You've got the point, notwithstanding a few mistakes. RenĂ© Bellu, an autorised source, dates it from the summer of 1951. He writes Lanoy with a single n. And the car, according to him,  was just named Tractavant
