Damn, I saw this somewhere very recently but thought it had already been solved long ago.  Unfortunately I can't remember where I saw the answer  Double damn!:-\

"A Morris Minor with a difference: a rather bizarre special-bodied version, snapped in the London SE area in the late sixties. It had a top-hinged glass-panelled tailgate allowing access to a rear-facing back seat."

Same site I got the photo from so that says it all really!
The only thing I can add is that it dates from 1958, so at that time it must have looked right up-to-the-minute with its twin headlights!
Looks home-made to me.
