It's one of the K-105 proposals by Alex Tremulis.  The K-105 was to be a 105 inch wheelbased rebody for the Henry J, drawn around 1951.  Tremulis knew Kaiser-Frazer was in trouble the moment he arrived.  As he was walking in, 6 other designers were on their way out the door...

That's the one, Streamliner!  OK looking car...
