The design of this car belonged to the Ministry of Land Reclamation and Water Economy of the USSR who also comissioned the manufacturing of this prototype. They planned to manufacture 10.000 such vehicles at the Gidroimpuls factory in Pskov, Russia after the release of this concept, but the production never started.
