OK; apologize for that, I only got excited that here was a car I thought I knew! and I didn't notice it was locked.

I was going to guess 125, but it didn't quite look like the normal home-grown Fiat. So, I thought maybe it was one of the cars licensed from one of the following countries: Poland, Yugoslavia, Egypt, Argentina, Colombia, Chile or Morocco.
But you said it wasn't a car built under licnese. That it was actually a Fiat so I took that to mean a real Italian Fiat.
So what could it be.
From the beginning I thought it looked like a 130 Berlina. But, the grill and front bumper were all wrong. And the quarter window wasn't right, either. However, the proportions looked right so I figured it must be some kind of early 130. At the same time I knew it wasn't the Opera (4-door) or Maremma (Estate) that Pinifarina was fooling around with as an extension of the gorgeous Coupe.
I was really stumped since the 125, 130 and 132 were the only viable alternatives.
So, my guess is that it is some kind of concept car while the 130 was being developed as a replacement to the venerable 2300. But, it's just a guess and it sounds like olavr had the answer. So, if you want to award the point to olavr be my guest. :(
You are very, very close, but the answer is much simpler than yours! You are within a hair's breadth of the correct answer, so I will keep it locked for your next guess and then open it up again, and give olavr and everyone else a chance!
(Hint - You gave all the correct information in that answer, but you ended up guessing something different instead!)

Alright. I give up. I've spent all day researching this thing. I still think its a Fiat 130 based car. The 125 and 132 are just too different. I found out the replacement for the 2300 was called project X1/3 and lead to the production of the 130. The 130 Berlina was introduced at the 39th Geneva Motor Show in 1969, but I couldn't find any pictures of it so I don't know if it was in final form at that time.
So, if this thing is not a 130 prototype while Project X1/3 was underway, I give up. If I'm wrong, put me out of my misery and unlock for others to respond.

It is as simple as that, a prototype for the Fiat 130 Berlina. Sometimes the most obvious answers are correct!
I guess I was thinking concept and prototype as being the same thing. Nonetheless, thanks for the point.
