It may be this is the only one of this type made, or one of a very small production run.
I must correct an earlier response or two. While the publication from which I obtained the puzzle picture dates from 1900, further investigation indicates the car was built before then. It was lauded in its home country for its exemplary design and the care with which it was constructed.

Sorry, but in the end it was pure guessing. I haven't found anything about a Mr. Mees in connection with early German automobiles. I'm very interested in your forthcoming information. The car surely looks German. With its rear engine and artillery wheels it follows the early Benz and Lutzmann lines.

Gustav Mees seems to have invented the desmodromic valve system in 1896. He was from Barmen (now Wuppertal), but worked in Wetzikon, Switzerland around 1898. I found this picture of a Victoria built in 1898 by the "Erste Automobilfabrik der Schweiz" in Wetzikon. It looks rather similar, doesn't it? The head of the workshop was Franz Brozincevic of later FBW fame. Automobil Revue states that "a few dozens" of those Wetzikons were built. So I guess the puzzle car is one of them.

Which year is this Mees-vehicle? I assume it is before 1898, considering the comments of Wendax
I'll see if I still have other info at home. While the article I inserted included lots of technical data, no date of construction was included.
