We do our part. I see two NRA signs (FDR's not Charlton Heston's). One on a windshield, one on the shop's window.
That should help on getting the appx. date.
1933. The license plate suggest California.
Would that employee be Frank Kurtis, working for Don Lee?
I found your picture, but can't access to rhe site to read the caption.
However, I am 99% positive that your man is Frank Kurtis, the year 1933.
EDIT: 100 % now, and the place is "Paramount Auto Service" (and not "top shop" as in this caption), 6516 South San Pedro Street, Los Angeles.
Nicely sleuth-ed, sir! ;D
