However I like it!

I believe you are correct. It's part of an aspiring designer's portfolio.
If you look closely you see it's not standing with all wheels on the ground, it's hanging in the air. Frequent mistake if you're pasting a rendering into a 'real' background.

The designer is from a European nation. The brand associated with the design is from a different European nation. I don't think the brand sponsored or solicited the design in any way.
Is this vehicle only part of a more complex innovative transport system?

No
Inria Citycar?
Not that.
There is Peugeot connection, but again, I don't think Peugeot sponsored or solicited the design in any way.
Is it by Murat Gunak
No.
Could it be the Peugeot Vers by David Vega final rendering?
Anything to do with Donato Coco?
The designer is not Italian
The designer is from a landlocked country in the olde world.
Really, he is. I mean it this time.
Czech?
ENE
Belarus?
That's the place!
By Dzmitri Samal?
No sir
This is the designer's second version of this (I'm paraphrasing) "small car for a big place"
Maxim Luschik (Belarus)
I'm glad I don't have any other pending puzzles sourced from that place. Still need the name of this car.
Sorry Peugeot Bubble ver. 2.0 by Maxim Luschik (Belarus)
