It is indeed a rolling test chassis for the postwar Isotta Fraschini 8C "Monterosa"

The car was planned to get many different body styles due to its modular design.
I´ve got a magnificent (reprint) brochure of the 8C in my collection.
So I´ve scanned and photoshopped it to show you all the planned body options in one image:
