I would normnally have blocked it for Djetset. In fact it is a bit of both your answer and the one Djetset has given.
The ATW Chico was made in Ireland, though it's origin can be found in some work done by MBB (Messerschmitt-Bölkow-Blohm) for the Europa-Jeep. A license for the German developed car/truck/tractor (a bit of all those) was obtained by ATW in Donegal and with some local funding a modern plant was setup.
The ATW seen here was bought by a local company to evaluate the vehicle and is now owned by a private individual in Ireland. This therefore might be the last surviving ATW in Ireland, though there should be one in Germany too.
The production was between 1982 and 1985 and some 150 were made.
The Irish thought that there was a big market for it in emerging markets but it was probably seen as a product specially for this market, something that those markets rarely like (see the Africar for example). Although just 2 wheels were driven, as the whole chassis could pivot, it had good traction. This vehicle had a 2 cylinder Deutz.
