I'd assume Raymond Loewy? I think he designed the Sunbeam-Talbot Alpine which is what this looks to be

I'm not comfortable with this.  To me it looks too similar to the standard Sunbeam Alpine (or Sunbeam-Talbot Alpine) to be a design sketch of a proposed alternative.  I think it is an "arty" picture by Alexis de Sakhnoffsky of the existing standard Sunbeam Alpine used for an advertisment by the manufacturer.
