I just ordered by copy of the Uhlik book, and it will take a while to arrive, but I'd say it is a Buick by Uhlik

I really don't know, and have not been able to find anything linking Uhlík and LaSalle.

The Uhlík designs from the 1930s I have seen generally look quite traditional, which makes me think that the bodywork may be post WW2, but I'm not even sure that Uhlík made any passenger car bodies at that time.

So I'll take a wild and uneducated guess at 1948, and leave it to others to solve.  :)
