no, not pedal-powered.

Here is another hint.  The polka-dots cover what is underneath the "bus" and gives it some scale.
Don't trust the white blob shape to be anything like what it is covering though.

I wish I had the time to look for it but I didn't understand if there is another known vehicle inside like a King Midget or like a Crosley as Oguerrerob suggested.
