I've seen it listed as a 1907 FIAL (Regunano) Roaster from Italy. Not sure if that's a misspelling of a well-known brand (and a bad translation of "restoration").

As the car resides in Japan where the people don't differentiate between R and L, it is easy to see how Legnano became "Regunano". So, you are right, this is a FIAL from 1907
