Is this car a one-off? Has its builder been mentioned here before?

This car - sold as a customer-completed kit, and which could also be licensed for road use - was not a one off, but it was produced in low numbers. The company that built it was founded by a designer who was involved in crafting a later, low-production numbers car based on a production car built on another continent. The later, low-production numbers car he help bring to market is featured in a solved puzzle here at AutoPuzzles.
