I don't know what the car is, but that engine looks like a BMC A-Series, of the type used in small Austin, Morris, MG (etc) models from the early 50s onwards, and coming in various capacities from 803 to 1275 cc.
But as it's probably one of the commonest engines in the world, that doesn't really help much, does it? :-\

Yes, but no. As Tom_I wrote BMC "A" series, and as it doesn't sit on its gearbox it isn't Mini. Gearbox and starter position have a VW look, but then that was pretty common for rear/mid-engined specials. German bits in sight as OP wrote. Also Italian (carb.) I think.

It was not specified
which BMC engine is in the car (when it was listed for sale, some time before the puzzle picture was posted last year), so
"It's a Mini / It's NOT a Mini / It's a B series" may not lead to a solution. I can tell you the engine displaces less than 2 liters.
Perhaps some of our eagle-eyed newcomers can tag this one...

If you Google the last name of the builder you recently found, the engine, and the chassis, the very first page of results points me at the solution.
Gosh! A ghost told me that this is a VW A BMC hillclimb racer built by Max Jackman in 1960.
The 720kg light car is equipped with a tuned B.M.C. 1800cc engine which develops 100HP at 7500/min. The car runs up to 125 mph.
