Found it. Designed by Chris Humberstone (sp.?) as the Marcos Quartette. The full sized model to be built by Scorpion Motors.
A brochure is attached.

Well you've found the leaflet about this car. And earned a point!
It was not a Marcos project by the way (that refers to the Mantis, above)
