I don't know whether some Mini parts were used, but it does definitely not have a Mini engine/drivetrain.

Almost! The maker is missing, the one with whom Electricar merged in 1934. Locked for you.

Apologies - I realised I'd misquoted the make after I'd posted my reply.

It should be the Morrison-Electricar A1 quarter-ton electric van from c.1970.

Quite a number of changes (six) to the title of the manufacturers since 1934.
I believe the manufacturer of this particular model was Crompton Leyland Electricars Ltd. of Tredegar, Monmouth, UK (1968-1972)
