Does it say Norway on the rear wheel? Was the picture taken in Kristianstad, Sweden?

So the left car does have a Dutch registration? L-4 is a very low number, so it must have been an important person in Utrecht.

A bit of architectural puzzling has convinced me that it must be in Kristianstad. The 1st photo is from before the 1936-1940 extension and modification of the city hall, during which time they also must have altered the facade slightly. The 2nd photo is a present day detail of the "Pax Vobis" inscription.

I know that I'm stubborn but I'm convinced that your source is wrong about the city. ::) Anyway, Kristianstad seems to be a dead end, so I'll take another approach:

Even though it might be not important for solving this puzzle I guess guido66 is right saying that these buildings are identical. Even the neighbour building is the same.
